The European project "PO 2005 - Flood Emergency" was created being defined as an international exercise to face a high level risk of flood events. Actually, the activity jointly performed this year has shown many more opportunities to develop the comparison and the processing of all the proposals that may improve transnational cooperation in the sector of civil protection. The conclusions drawn in this document are aimed at highlighting some key elements on the development of such cooperation, starting from the definition of 3 different areas which, in our experience, may be of interest for the international players committed in the processing of the European development plan for civil protection.
Each area was subdivided into specific sections, each containing suggestions for a further enhancement of a common debate.
EXERCISE: Accurate evaluation of every single aspect in the exercise, structured in a way to allow the best possible organization of future experiences. This implies the collection and the dissemination of every recommendation related to the specific field of our project, aimed at improving the quality and the suitability of future European actions.
EUROPEAN COOPERATION: Analysis of all collected responses to meet the requirements evidenced in exercises, aimed at supporting and enhancing transnational cooperation in case of real emergency. A proposal on the future structure of the European organizations operating in the field of civil protection was not submitted. The focus of our attention has covered such solutions which may represent a sort of facilitating filter between local administration of emergency situations and the support provided at European level.
NETWORKING: Identification of the practical needs to allow the cooperation among European players, definition of the future geometry of the network developed around the project "PO 2005 - Flood Emergency", sharing of proposals and definition of new projects.
